About

The Global Climate Action portal is an online platform where actors from around the globe - countries, regions, cities, companies, investors and other organizations - can register their commitments to act on climate change.

Launched by UN Climate Change, Peru and France in 2014, the portal was born of the realization that addressing climate change will take ambitious, broad-based action from all segments of society, public and private.

Crucially, it helped build momentum towards the adoption of the Paris Climate Agreement 2015. With the portal's formal inclusion in the Decision Text of the Agreement, countries welcomed the efforts of all actors to scale-up their climate actions and encouraged them to register these actions via the Global Climate Action portal.

The aim is to present a clear, comprehensive view of Global Climate Action, recognizing actors and inspiring still greater ambition, for the good of current and future generations.

Progress tracking

At COP26 in November 2021 the Global Climate Action portal launched the tracking of voluntary climate action. The tracking captures the progress made by individual actors and cooperative initiatives that are registered in the portal, including the initiatives launched at the UN SG's 2019 Climate Action Summit and COP25.

The work to define the components and metrics to reflect the progress of voluntary actions from Non-Party stakeholders has been done in collaboration with various organizations within Camda. Specific to the work related to international cooperative initiatives, the Global Climate Action portal worked closely with the German Institute of Development and Sustainability (IDOS), the Global Center on Adaptation and the UNEP DTU Climate Initiatives Platform (CIP), who provided valuable inputs and support to this work. These collaborations have allowed the alignment of the data collected from cooperative initiatives, aiming to reduce the burden of reporting by lead organizations. The work related to individual actors has been undertaken in close partnership with CDP.

Progress against target

The 'Progress against target' indicator provides information regarding the progress that an actor has made towards a tracked commitment registered on the portal. The value represents the percentage completed in a given reporting year with respect to a base year value and projected final value (specified within the target itself). Where progress against target is reported directly by an actor as part of their disclose to a GCAP data provided the value is shown as they report it. Where an actor is not requested to provide this information as part of their climate disclosure, but the values used for its calculation are available, progress against target maybe calculated by the data provider to whom the target and associated information is reported.

Frequently Asked Questions:

1. How does the portal receive climate action data?

Climate actions associated with individual cities, regions, companies, organizations and investors (so called individual actors) are either provided by a data partner, principally CDP and CDP-ICLEI, or obtained from the participant information shared by the cooperative climate initiatives registered on the portal. Cooperative climate initiatives report progress information and updates directly to the UNFCCC, through the completion of an annual survey.

2. How often is GCAP updated?

In line with the disclosure cycle of CDP and the annual nature of the UNFCCC initiative survey the Global Climate Action Portal undergoes a major update on a yearly basis. Minor updates are performed throughout the year as required to ensure the portal remains up to date.

4. What is the relationship between GCAP and the Net Zero Public Data Utility (NZDPU)?

The development of NZDPU is part of broader efforts to upgrade the UNFCCC’s Global Climate Action Portal (GCAP). The NZDPU proof-of-concept release represents the first step towards the vision of a unified platform operated by the UNFCCC, making high-quality, comparable global climate transition data freely available to support both government and non-Party stakeholders in their climate progress and enable the implementation of the UNFCCC’s Recognition and Accountability framework.

5. What is the scope of countries covered by the portal?

• The portal covers the Parties of the (UN Climate Change) Convention.
• Currently the EU is represented in the portal by its members.
• The geographical representation of these countries is limited to UN member states while non-member States are found on the drop-down menu called "Locations".
  Note that this drop-down menu will only show locations for which there is available data.

6. What is the criteria to have a country profile page?

Only countries fulfilling the following criteria have a Country Profile page:

• Has joined the Convention
• Has submitted a Nationally Determined Contribution (NDC)
• Has at least one non-Party stakeholder (i.e. region, city, company, investor, organization) located or headquartered in that country with a registered climate action (individual action or initiative participation)

7. How is the location of actors defined?

The location used to identify actors in our map is based on information available from our partners' data and reliable public sources. In order for the information associated with a particular actor to be as complete as possible, information from our data partners and other sources has been combined. While we endeavor to ensure this information is as accurate as possible, no warranty whatsoever is provided for the accuracy of this information.

8. How was the interactive map developed?

• The coding for the interactive map has been developed by the UNFCCC in collaboration with the United Nations Geospatial Information Section (UN GIS). It has been approved for use by UN GIS and will be regularly updated.
